The Manhunt prime target fight was one of the worst fights I've ever seen in a video game. But they finally managed to get an interesting character with personality into Division 2 with Birdie

So, instead of giving players who beat the Manhunt target the mask they deserved, they instead give you a backpack toy and put the mask for $25 into the games store. $25 for a mask 😂 Come on, Ubisoft. Put some real effort and give us at least a new expansion that you can charge for

You most likely implying the cheese where you leave only 1 mob alive. That wasn't the main issue for me. The main problem was these god mode phases which he has multiple of. He'd always chase me no matter where I go and how much I back up with his god mode phase. It was a terrible fight. I had him down almost entirely, but he went rampage on me, so I decided to lower the difficulty and beat him that way

It's just a damage check per phase(doesn't seem to be a timer either) and as long as there's not a support station healing him up you can kill him in two phases

There's a damage threshold on each of his phases. I got him down to the phases fairly quickly with the Scorpio. I was playing on Heroic with active modifiers. Everytime he entered the god mode, he would be way too aggressive, following me everywhere and getting very close. He even followed me into the main room where you start the mission I was circling around the table and he would flying across it to put an axe in me lol
