It does outside the DZ. Mainly in Heroic there is "higher minimum" that the stats will roll. Doesn't mean you can't get great rolls in Challenging. But generally, you would need fewer optimizations to top an item dropped in Heroic.

I really do love the idea of every item in the game (even the absolute best stuff) having one upside and one downside to it. I think the game is pretty simplistic in that there's a few main meta things, you just max those and everyone has the same build. It crushes my soul to see half a dozen Elmo Strikers on every single Countdown, because it's just a race to max DPS without having to consider anything else.
It's why I love Backfire so much even though it's complete garbo. If it did insane amounts of damage but you had to build into using it effectively, that would make it a pretty cool weapon to use
