Div2 has gotten some cool updates and new stuff relatively recently, so theres a reason to come back. the exotic perk itself is not good, just gives you status inflicting ammo based on what status effects hit you. It also just has an extra 285 fire rate over a normal non exotic version of it.

Take Coyote's mask, one of the most standard exotics in game. It can give you more crit damage, but you have to play to it's range band.

Scorpio required multiple shots to get its extra damage, and wasnt on the best shotgun type.
Backfire could give you massive crit damage but actively killed you.

Recently with St Elmo's giving a massive amount of stats and even more recently with Ouro outdamaging one of the highest damage builds in the game that is scary.

So I've been doing a lot of testing this past week. The main thing I wanted to do is see first hand the difference between red DPS builds and blue/pfe hybrids that build for survivability. I wasn't only focused on Striker either. I tried various combinations of improvised/ceska/grupo/providence/coyote's/fox's/etc/etc/etc to feel it.

It's easy to look at DPS quantitatively but blue cores are a little harder because positioning and knowledge of the encounters plays a big role. So I wanted to see how much blue core and/or PFE adds to the ease of clearing encounters.

My test case was simple: first few stages of DUA legendary solo. I've pretty much memorized this whole mission so that removes the variable of mission knowledge. I also have some really good positions so hopefully that accounts for skill issue.

In total I tried 14 builds that were various combinations of striker red/blue/pfe and high-end builds that also combined blue/pfe. Some builds were 80% pfe, others 70% pfe, others all blue core, others half-blue, etc, etc.

What I found wasn't surprising but it was cool to see with my own hands: nothing beat an all red striker/obli ceska/coyote's. A decoy was a better "survivability" tool than any amount of blues/pfe. It's actually shocking how much faster you burn through the content with a build like that.

For example, on the second stage of DUA when all the enemies clump together - a striker/obli ceska/coyote's would wipe them out before they could even place med boxes. And if they do place med boxes you can just shoot through their heals. If they hide in cover and blind fire you can shoot their hands and they die.

I did expect all red to win out but not this much. I was really wanting the blue/pfe builds to work (because tanking things feels good) but it was just no contest.

I think maybe a good strategy is running some blues when learning a leg mission but once you figure out the spawns just run all red and position well.

those few extra bullet helps, its why st chad engine is one of the best guns in game it has 70 bullet mag(more than rpk and l86). oreo has bonker damage compared to vectors, where you're reloading more than you're firing

i used vector after getting oreo and it feels like a downgrade in every way

Exotics in div2 are only worth it if you can do something better with it than without.
So just go high-end (gold) and throw a good talent on there.

beyond that, your at the mercy of the dice, just keep at it and youll get it

I finished the second manhunt mission rescued the second character. I thought that would "fix" the fact that I still cannot speak with Cindy McAllister, the first character I rescued, even though she's there at The Castle.

Is there a way to fix that? Or do I have to reset the manhunts?

heroic is easy, i do it with randos in ten mins/run

and heroic gives better odds of finding the holster

The only benefit Heroic has over Challenging is mildly better base rolls on items (on average) and Named Enemies have a slightly higher chance to drop an Exotic.
