His kills are very low, basically meaning hes chipping away at enemies, but really the teammates are cleaning everything up. the whole status/OD build I think is just really weak

If I have no idea how do I know that the talent is working as intended but also not working as intended (as the case of the robot doggo), also the Sacrum attachments not having fancy descriptions isn't game breaking but REALLY lazy on the dev's behalf when ALL other exotic weapons have unique descriptions for the attachments? It's obvious this new skeleton crew have no clue what they're doing because they are literally new to the Snowdrop engine so are still working their way through it. the game was supposed to be done and over with in TU12 which caused a lot of the team to slowly but surely be moved off (which is also why the faye mission is so lackluster for an end mission) so we spent 1 year without content spent building a team again
