gear only drops with fixed cores per brand (except SC that has 2 colours on fixed slots), so that core is always going to be blue on hb,
and there is a mechanic, that pieces will drop with one minor stat matching the core colour more often than not,
with gearsets that have only one minor stat, this makes is that allot more of the pieces that drop, will have the same colour minor stat as the colour of the core

this was done to help against rainbow drops that many liked to rage against, and does help when you want gear with the same stat colour as the core colour, but is a bastard for when you want the opposite and mostly a issue for pieces you want to recore

depending on the stats. say if it's 12% weapon damage and like 6% armor. you reconfigure it the 12% could drop to 6% armor could go lower or higher. whether you optimize or reconfigure then optimize is totally up to you
