well, from a practical perspective, you would have to justify 3 thing for why the division would be in another country,
-why they are there and allowed to be there - you would have to make a story of either being asked for help, or chasing a rogue cell or such
-why they arent needed more back home - also a thing you will need to justify
-how are they getting their armaments and intel - as the isaac network isnt worldwide unless there was already some alliance to have that, and most countries dont have that many guns in the open for factions to easily be explained.
all of these can be explained, but if you just set it in the US you can skip all these steps. ill put my money on div3 in the us

Hey all, can someone help me understand the orange arrows under attributes on the gear list screen (not the details screen, which I understand the arrows under the bars are indicators of what you have in the recalibration library). I thought it was referencing the same thing, as an indication I have the max attribute stored, but I see arrows under attributes that I do not have the max of.

they're just indicating what you have in your recalibration library

the arrow can be pretty misleading to our eyes. say you're at 14.9% weapon damage and weapon damage is maxed at 15% that arrow would look like you have 15%

But unless I'm misunderstanding this, that doesn't seem accurate. I have an arrow under an attribute I have in my recal library at like 75% of max and another piece of gear without an arrow on an attribute I also have like 75% of max stored in the library.

so it sounds like what's confusing them is say the shotgun damage has an orange arrow all the way to the right, they goto recalibration library and what they have stored isn't the max they should have.

if you have it full its orange at the right end of the bar, indicating a full stat is in the library,
otherwise its somewhere along the bar, aslong as you have a saved version, its doesnt differentiate between if its higher or lower than the current stat to show it, it just shows the value you have stored

What I did, I got the base pieces, crossed fingers the Fates were kind. Wore them, until I got pieces that were upgrades. If they had better values, I either recalibrated them, or stored them for future use (in the case of a max roll and don't wanna ruin it yet)
