AFAIK, once you get the blueprint from Inaya, it's also available in the loot pool and exo caches. Only exceptions would be the raid-exclusive exos, I think.

So yeah, you can get Liberty in exo caches or random drops after you get it for the first time

Oh and Bighorn is only available in legendary content iirc

But different talent have their own calculator
For example striker and HB, they count as each hit, so you can stack 8 with 8 pellet
Some talent like obliterate, they count as each "time" you crit/hit, although you crit/hit 8 pellet, but they happen at same time, so it only count as 1 "time"

The vast majority of the player base is at 40, so while leveling you won't see too many people, but there's plenty of people to matchmake with at 40. For pvp, it's going to take quite a lot of time to properly prepare for it. Trying to pvp before your ready will get you crushed without much of a chance.

Separately your character has an expertise level. The more items you’re proficient in the higher expertise you get. Each level of expertise your character gets let’s you upgrade your gear to a higher level

so not too mind blowing for the labor involved

(kinda labour intensive ngl, shotgun a guy in the face so you get buff, switch to pistol and mark 10 enemies, switch to your prefered AR or smg and melt everyone with 200% extra dmg plus the striker's stack, repeat)

Only would happen if someone used his password, but he has 2FA turned on like some people do. So it sends a code every time you log into your account. Which with uPlay connect you do if you log out and not close app.

Named weapons are literally the easiest thing to replace, I'm being serious. The only variable stat is the 3rd one, so get any king breaker, recal the 3rd stat to dtooc and your good.

If your just level 17 then gear mods and most stats on gear are basically meaningless. The gear system while going through story mode is completely dumbed down and really poorly done imo. It's MUCH better at 40.

It's scaled by status effects, but the base damage is so low that even if you massively invest in status effects the damage from bleed will still be irrelevant. The benefits of bleed are for proc'ing things like wicked and sadist.

Collect them all and dismantle them for parts. As others have said no point in using buffs until lvl 30-40. You probably rise a lvl or three each time you a mission or two. So you quickly make anything you currently have obsolete. All gear and weapons are good for parts or for selling. That enables to craft or buy something worth having. Police m4 for example.

Your giving confusing info. Only need “blueprint” for quest items (like nemesis) not the gun as well. Although in some cases you will have both because of how the quest works. Other exotics are in the loot pool and will drop. Just down to rng.

Again, no. Exotics that came out with the DLC and subsequent seasons didn't have lv 30 blueprints because they are working as intended. With the exception of the aforementioned exotics and the more recent bloody knuckles.

Im pretty sure it has to do with exotics being tied to a high end version of an item, so a scorpio is a six12 which you can get at 30, so you can get a scorpio, but the lady death is a cmmg so you cant. exotic gear pieces are a bit weirder since (afaik) it isnt obvious what exotics are tied to which brandset
