can someone explain gear mods to me? when I apply it to one piece of armor in one set, and use that same piece for another set, does it not save over/do I have to reapply, and if thats the case, then how come sometimes I have pieces that say they are already applied to another piece of armor that is in another set and not my current set?

The damage to targets out of cover. It's almost always active, and is only additive with other sources of DtooC, which is only on guns. So it ends up being nearly 8% extra damage. If you are running a build that can swap the chc roll for the DtooC roll without sacrificing anything, then it's worth running even if you lose the brandset.

use a steadyhanded gr9, it has better damage because of better mods, way better handling, and ironically has better ammo economy because the steadyhanded proc after 100 hits gives you up to 200 rounds, not just 100

It's not, but IMO DUA is the easiest among all legendaries. The new two legendaries are said to be a notch more difficult than the old ones. Among the old ones, Roosevelt boss is a total pain in the ass that requires either a well coordinated team or cheering. Capitol I don't remember. DUA is mostly fine, the final boss is annoying but not too bad.

Capitol can be as easy or easier than DUA with the right team.
it has fewer encounters that can be sped up with CQB builds and strats.
the boss is the only part that actually might need longer ranged engagements

In general you want to reconfigure until you get "almost perfect" rolls, then optimize the remainder

You can get perfect rolls from reconfiguring and I have, but it is rare

It boosts weapon and skill damage. But I believe status effect damage falls under the broader status effect attributes, so I don't think it does.
The easiest way to test it out would be with an EP build and just switching out similar chests with the different talents.
I'm certain that status effect damage from skills is still technically counted as skill damage, so that's why I'm not exactly sure.

I'd say it's about proportional to the time lost/times kicked. It's an annoying situation to deal with that only really gets solved after you've accumulated enough levels. As dumb as it is.

My advice? Just try to stick to challenging for a bit to get the frustrations out. It's basically Countdown before they added the difficulties, so it shouldn't be too hard to, well... not get kicked.

That's why I said it's dumb. In raids, it's a bit more understandable since people don't want their time wasted for what could be an hour in a poor team.
And it doesn't help that normal raids don't have matchmaking.

If by collectibles you mean the audio logs. Then no, as far as I'm aware. You can still get the ones that manhunt targets drop if you have them unlocked.
But the bounties associated with them? Nope. Gotta wait for a rerun of that season.
