I'd assume at this late stage that they actually don't know how to solve it fully and are trying their best to mitigate it by going "let's try this and see if it works".
They should be taking details of pc specs from players with persistent crashing and then simulating this in a test environment

Challenging and above is the only difficulty that properly removes all but gold/exotic/gearset from enemies loot, so yeah first 2 diff's will have purple too.
