The modules are generally self-contained
Tier 0 (free) -> fundamentals, basics, no presumption of knowledge so things are explained a bit more

This can happen when the repos for the version (very out of date) no being longer hosted, meaning the full-upgrade cannot take place. When that happens you need to swap out key and the repo urls in order to then proceed with the full-upgrade with the available repos from the target version.
