Spartans are absolutely sure about the ramifications of good and bad. The perspective is skewed but they do have an awareness of standard good and bad.

IV’s are, definitely. There is a case for the II’s though

There's a case for them in the sense that it is deadened at the edges and where it is most convenient. Most IIs, for example, wouldn't argue that Halsey was in the right with what she did with them, but they are proud of what they are.

And several IIs just outright hate Halsey in the first place for it anyways, though these were typically the ones crippled by her practices.

I think Spartan Ops works fine for her in hindsight as it establishes the sort of things someone like Halsey would get up to in order to accomplish what she views as 'the greater good'.
