Basically, Bungie only accepted the book deal for Halo Fall of Reach if some of Microsoft's personnel signed off and assisted/wrote the game's script, but Bungie's instructions for how the levels played out were generally lacking in the extreme and they did not let the writing team in question look at the environments.

Worth noting that Bungie tried backing out of the book deal at the last second and still get the script completely free, putting Microsoft to the tacks, but ended up getting wrangled into accepting the book deal by some shenanigans involving emails.
