look at your connection. it's red. look at your finishing times. it's the same. this happens when there is net issue with either your side or server's, the game does not recognize you finishing the race even if you finished it until a few seconds have passed. by that point usually someone else has crossed finish line (the guy in 1st in the pic) and it gives him the win and you 2nd because on his game there is no lag involved and they likely already have received the points from winning the race leaving the game no choice but to put you to 2nd. you have same time because even if you finish at 1:15 your time can't be better than guy above you so they just put same

also i'd like to see your thoughts on how you thought he was cheating? do you think he manipulated the game into not finishing your race or something? if you are ahead of him by a lot in finish line obviously you'd win unless there is lag.
