Its a connection bug. In your screen look like he hit the parked car, but in his screen actually he didn't hit the car. Everytime manual player try to get close to the parked car to gain bit more nitro, it will look like that in your screen. You can notice he didn't slow down / dropspeed which actually he didn't hit it.

When manual player try to get close to the parked car to gain more nitro, connection defect of rotten GL server make it look like that in your screen. As you noticed, his speed not slowdown which actually he did not hit the car. GL server da best.

traffic gains velocity from the collision which is why it doesn't stop the player who knocked it off and it either flies right into somebody else's front, goes backwards or gets tossed out of the track's bounds

in particular cases if the player has a bad connection it's briefly shown that they've been slowed down/completely stopped by the traffic, however, they momentarily teleport out of it as if nothing happened

that's when a player hits the traffic with one of their car's sides
