From what I remember, it has something called "aggression based matchmaking", basically if you don't really fight/shoot other players, and only focus on ARCs/AI enemies then game considers that as a "aha, you want to fight AI enemies only so we will put you in lobbies with more friendly players who also want the same"

main issues with NG 4....is more expensive, it has cut content, dlc announced before release, the story replaced Ryu Hayabusa, is more cringe than 3, Yakumo is god awful, 20 million attacks to kill one enemy like every platinum game and made some BS up to Nerf Ryu Hayabusa THE NINJA GAIDEN and RYU is only 25 Years old.
