From the sounds of it Nymphs came from all over the place in general and have a couple different meanings depending on the era/writer in which they're referenced.

What's the story reason for why Hades doesn't just enact every pact of punishment each run?

Legality probably, he runs the underworld but isn't its soul authority. The pact of punishment sounds like it's a contract designed to "punish" mortals and since Zagreus hasn't technically done anything wrong then I'd say it wouldn't be possible for Hades to authorize it (he's a stickler for the rules).
Contrast this with Sisyphus who probably has some form of pact of punishment to continuously push Bouldy and because of legal reasons he is able to enforce it.

I also think that the pact of punishment doesn't apply to Zagreus but instead to the shades/occupants of the underworld (for instances calisthetics program makes enemies tougher, jury summons makes more of them etc. so the pacts each reference the enemies being "forced" to improve. Even routine inspection sounds like he's paying shades to "inspect" something which would mean that Zagreus' "mirror of darkness" becomes less powerful).
So if Hades were to enact the pact perminently then eventually the shades will just go on strike since he is unjustly punishing them (so without an agreement the "pact of punishment" will not work). But after Zagreus escapes once then he has reason to "allow" punishing pacts on his workers (Tartarus/Aspho enemies, Elysium warriors etc.) since they failed to stop Zagreus.

Yeah, realistically I think SGG intended for them to be mechanics first and foremost. I could speculate that these "buffs" take resources and they wouldn't want to waste them on a non-threat until Zagreus actually forces the issue but ultimately that's me headcannoning.

I think a lot of Hades’ behavior can be explained by him being driven by obligation. He had to provide the pact to save face, but he doesn’t have to enforce it.

I found dialogue contradicting the idea it's at least exclusively a punishment. "Whether you consent to the the terms of the pact is entirely up to you, boy" after Zagreus asks if Hades is taking harsher measures to contain him

Hades allow Zag to turn on and off the pact of punishment options as he wishes as a way to test out different variations of underworld security last I checked

with bounties as incentives until you get past 20(25 for hell mode) heat

But the pact was first given to Zagreus well before the two of them properly made up, and Hades was still actively trying to prevent Zagreus from finding Persephone

I have to agree with that. He acknowledges he was holding back if you use extreme measures 4 and apologizes to Zag for being stuck in his ways in the post game

He also tries to hide that he’s growing more affectionate towards Zagreus to maintain appearances especially when you gift him nectar (kind of similar to Meg)

I do think it’s funny that hades gets annoyed at Zagreus for interrupting his work after telling Zagreus to keep his escape attempts unpredictable

There are more half brothers and sisters zag had according to different Greek writers. Some of the siblings include Nemesis (goddess of vengeance), Moros (doom incarnate/god of doom), Eris (goddess of strife and discord), Momus (god of satire, blame, scorn, mockery, and criticism), and Oizys (goddess (I think) of pain and distress). Charon wasn’t a direct spawn of Nyx, as all the others previously mentioned were. Charon was a child of Nyx with Erebus. He was also the brother to Hemera (one of the gods of light) and Aether (god/goddess of day). Then again, these are just the things I researched so they could be completely wrong in the eyes of Ancient Greek archives, but for now, I’m js going with this.

I genuinely love that aspect (..ha) of Hades builds the story; it doesn't tell you who Zagreus "ends up with," you get to meet them and give them nectar and then ambrosia and decide for yourself how those relationships go. It literally says "either way, it's okay" if your previous relationship choices lead to polyamorous intimacy being on the table.

It is SUCH a good storytelling choice. Ten stars, no notes.

It has been a while since I've played Hades 1, but I can't remember why Hermes was helping Zagerus "off the record". Like, a lot of his family is helping Zagerus, why is he hiding his help of Zagerus from them?

Like, I know that Hermes and Charon are working together, but I can't remember why Hermes didn't want his family members to know that he was helping Zagerus. Surely he could have publicly lent his support while also working with Charon in secret?

What is Hypnos' actual role in Hades? Like, what's his job? (Game lore obvs not og mythology). It seems like he's supposed to be keeping track of all the people who come in? But I can't imagine Hades assigning him to that role with how inattentive he is. There's probably a line of dialogue that tells us pretty explicitly, but I either missed it or don't remember it.

Keeping track of visitors is exactly his role, and he keeps getting reprimanded by Thanatos and Hades because he's inattentive about it

It's also evident that he's not that bad at his job since he knows which enemy you've been killed by when a run ends, and the records you can access are all assumedly based off his work

Depends what you consider story progressing, you can get the credits without gifting a single person, for the epilogue however, yes you will need to gift a lot to olympians

interesting. so basically the story can feel completely different based on how you gift people. if you go slow and gift a lot you'll get more olympian dialog before bring persephone home, quickly followed by the epilogue and resolving the problem between hades and zeus. or you can rush the main story and basically keep persephone a secret for a lot longer while you learn more about the olympians

I'm not sure: I was spoiled on romance options going into it, though, I was specifically told to "wait for Than to get over being prickly, it's worth it"

I never had trouble getting Than to appear fairly regularly - I also prioritized romancing him - the only thing I did that I don't think most people do is use the pierced butterfly a lot. It wasn't guaranteed, but getting it up to around 20% (not hard to do if you're careful in Tartarus) seemed to make it VERY likely that he would show up.
