The flash of light appears along with the true bop where you should hit catch. The flash appears on top of the bouy. The bouy lies in the water.
If you put your finger on top of the bouy to cover it, the flash of light will show up above your finger.

I think I had a bug before when after finishing a run, my greater reflex changed to ruthless reflex, it was my first run clear and I had Hermes boon that gave me +3 dash, I could dash only fourth time tho so maybe the game assumed that I had ruthless after ||dying naturally and back at home|| ?
