First off, is an awful boon due to how hangover stacks work and it just ends up deleting your old/more powerful stacks
2nd it does have a bug yeah, iirc is smth like, if the first (or all stacks? Idk) stack on an enemy comes from peer pressure then the entire thing does like x8 dmg

highly recommend ares, athena or poseidon. Dem meme-beam is hilarious, but requires a fair amount to get going. Zeus cast also works, because it is a lightning rod prerequisite

how much of the speed is converted depends on RD's rarity
for example hyper sprint (+100% after dashing) + common RD equals 50% extra dmg while hyper sprint is applied
common greater haste (+20% always on) + common rd would be 10% extra dmg
this dmg buff is called global buff as it affects any dmg source that comes from zag
so it would also buff stuff like doom or zeus's lightning bolts

The difference is it forces you to have 5 specific heat options (difficulty modifiers you unlock later on) on at least level 1 by default
One of them is exclusive to hell mode though
I’d recommend against starting your first file with it, because it really just makes it harder to learn the game because you’ll be dying more often due to taking more damage, healing less, and dealing with more, tankier enemies
