yeah, she happens to actually be one typically recommended tbh
due to the amount of hits going off, your avg shot has a decent chance of at least one arrow critting, so it's a pretty sweet average damage boost as long as you source additive from elsewhere

They go to 25 now to make up for the forced 5 heat

Damage control, calisthenics program & jury summons all have the issue of enemies live for longer so they have more chances to kill you and every room just takes longer so your run is more of a draggg. It also negative combos with every other pact option harder than anything else due to dragging out how long and how often you’ll be affected by those other heat options
for a good portion of weapons dc either doubles or triples the time to kill, and even on ones where it doesn’t it’s still prolonging every enemies life
Damage control essentially gives every enemy in game a minicopy of the strongest defensive keepsake

the rail special is very important, and a big part of your damage
as for reloading, i suppose you could get delta chamber
but better to just cultivate a habit of constantly pressing the reload button whenever you're not actively shooting
