There's a whole bunch of things you can do to increase odds

From the mirror there's dark foresight (increases amount of boons you'll see). God's legacy (+10% for duos/legendaries) but isn't usually taken

Then from boon decision
Filling up the 4 priority slots (all cores but call) makes it so one of the slots isn't forced to be a core.
Taking the tier 2 curse (static discharge/shoals/hunter's mark/exposed) helps as it's a 50% chance for a lot to be those instead.

And lastly, charon well's yarn of ariadne, Eurydice's refreshing nectar and chaos' favor boon are all a +10% chance for duos

Just unlucky rng. There are more things you can do to improve your odds

Try to fill your priority boons and god pool and try to look for Yarns and Eury Nectar. You can also use God's Legacy and I assume you're using Fated Perusuasion to roll stuff.
