I don't know the exact details of the mechanic myself, but with armored enemies in general, the armor functions as a hard limit where you have to completely break it first before being able to do any damage to their health

Aside from the fact that they're entirely different weapons, gilgamesh just lets you use your dashes in a different way if you want to, but you can still dash normally, whereas serrated point directly modifies your dash
gilgamesh obviously also doesn't do anything particularly significant for your dash strike whereas serrated point makes your dash strike incredibly potent, which is the draw of the upgrade
so yeah

If you understand what Gilga is doing for your dashes it’s incredibly potent. You’re getting +2 Ruthless Reflex for free, plus a tighter dash so that the near misses are better and you can get back into combat faster.
