Sometimes dialogue involves other dialogues but iirc this Chaos dialogue does not require the Nyx sidequests
Realistically it's likely that it has nothing to do with other dialogues other than the fact that they are also possibilities. So you just keep getting blocked.

there are ways to lessen the amount of rng, but it's still fairly random
roguelikes/lites as a whole are meant to be pretty random
a bunch of different upgrades, paths, and whatnot
people play the genre and enjoy it because of the randomness and the trial and error it encourages

What I like to do, when I start over, is to get through 0 heat on every weapon, and then just put on a few heat for farming resources, whatever I feel comfortable with.

It can ramp up pretty well and do more damage than most other builds. And it’s kinda versatile because a lot of weapons can apply doom quick enough which is what matters, the deflecting comes from the dash regardless, you just have to take the Special first because it’s what unlocks ME.
