and its advisable since early game youre resource capped by many stuf so u cannot aford to spread resources around
better focus on one fleet with lvled proper poverty gear and LBs and lvl advantage than 2 half baked fleets

the dmg debuff is very easily overcome in the early-mid game by just overlevelling ships

and hood will stay quite a while till u get shiny bbs
the rest are cheap and affordable and good enough to 1 fleet u to oilcap

well i wouldnt worry too much about it, at some point ull raise many ships for fleet tech and ofc u can raise your favourites aswell, the game isnt rly that strained on lvling and awaking resources except mby for URs, its just recommended to progress asap early and midgame to unlock the relevant features which boost u quite alot like ( oilcap farming, research, opsi etc. ) and then post mid u can chill and raise w.e once u can consistently farm repeatable content
