Hello, sure.

About Riggings:
I separate it from the character.

Technically
I first determine the pose of the character and where they're facing, with this I will have a clear guide of the direction and how It will appear for the people to see,
Which in this case you already have :>

In terms of designing a rigging, there's really not much I can say, I'm not even sure if the riggings I make looks good

Anyway, I just draw shapes using one color, then texture that base, sketch around it then put the line art last or vice versa.

When I first began drawing rigging, I always think about the real life counterpart, because of that I have a hard time determining on what to put and how to incorporate the little details which honestly is what making things difficult. It's like your brain is unconsciously thinking of so many things that in the end is really unnecessary.

What you want to think about is
How to make it pleasing to the eye(which I myself is not an expert in and is practicing to improve)

Once you have that down, only then should you add more details if you think your current design needs more stuff in it

Not for ships no, hell the navy isn’t even interested in railguns anymore. But theoretically heat could be fired from a railgun just like it’s done on smoothbore tanks. Railgun artillery could be viable in the future it’s just not practical at the moment.
