Warspite is a niche fit in non-HMS squads which gives her more uses; after building her up, you might use her again. Howe really needs more HMS/BB allies to maximize damage (so prioritize her after Warspite). Monarch is outclassed as a flag tank BB thanks to her reduced luck; since you have better options, she gets benched.
Seydlitz really shines best with Ägir, but she is a great side tank in her own right (invincibility is always a good thing even if you lack offense); build her up as well, she will shine when you have additional offensive aces.
You need a more survivable vanguard (on your way to building up an offensive one). Ibuki, like Helena, is an offensive gamble and a defensive liability. Compared to Juneau who has no offense, but multiple mostly guaranteed defensive benefits (AA, CL evasion rates, healing). But since you lack any other built-up defense vanguard beyond Yukikaze, it might be saner to gamble on one thing (offense).
