At low levels, you will seldom find fleets you can beat. Best thing you can do is find the highest levelled fleet possible (not highest fleetpower) and lose to them, that way you still get half the exp you would have gotten if you won and the merit. The exp is better than any of the pve nodes that you can do currently

The purpose of this fleet is to snipe one of the enemy backline quickly with Warkai's powerful barrage and Shima's magnetic straight torps.
