You're better off maximizing your glass cannon (to kill everyone before/as they attack) or pick a super defensive character (usually high evasion beats high HP)

been testing vs ur defense. it's highly unlikely i lose vs it. if ur torp deletes my vg the fight is closer but with attacker bonus i should win and if the torp kills backlines i win every time because my vg won't ever be killed

Sirius doesn't do much damage and over half the vanguards used these days are not IJN
and the HP is not good enough
rudder can be okay, esp if you're using her in PvE as well, but it's overall not optimal for PvP
Sirius overall is used partially because she's disposable (buff stays after sinking) so boosting the effective tankiness of other vanguard by pearl/engines on her is usually the better idea
