2 things: One, coins are just as much of a limiter as Cubes are, and not everyone has 8 hours a day to grind out all the coins. Two, there are more events than just UR events, you can’t expect everyone to have enough cubes to do the full pity.

Ngl, the maximum can probably get can increase depending on how many times you overcap...
But assuming you don't, I'd wager the maximum (in the early season) is something like... +15? Definitely in the 10-20s range

The calculations of potential bonuses (unless your target is in the T100 on the leaderboard, because then you can actually check their current seasonal score) is intuitive, and you can pick up some cues with experience... although it does ultimately come down to raw luck (or, maybe, skill) at the end of the day

What I'm currently doing, at least, is taking notes on people I roll and when they usually move (if at all) in any given set...
Especially after reaching Rear Admiral Lower Half for the first time, you will very often roll familiar names so you can make an educated guess, based on patterns you've picked up, if they're a reliable mover or not

Earlier in the season, it's more of a toss, but the advice given in the PvP sheet of ditching your list after some time if there's no movement has so far worked reasonably well for me, on average

But, as Apoc correctly points out, at the end of the day, it is a "skill"-based game mode
And for that reason, it is better, as I always say, to be lucky than good
