Not really, I have done it both as a vet and a new player.
For anchorage, it's getting the fleet tech first to unlock, which is just getting US ships and limit breaking them.

With the experience, you can 3 ship fleets due to oil cap, I believe should also count to the total but I haven't definitively proven that.

The resources and stuff can be obtained from acquiring and using them wisely.

Anchorage only requires dev 10 to be functional in pvp, which isn't a lot of prints.
