two, AVI damage is directly reduced by the ships AVI stat so stack AA radars on your main fleet and get better AA as a whole

since you're mentioning support fleet I assume this is for 15 or 16-3/4, in which case then Implacable's stop doesn't really do much because you're not syncing main fleet strikes, and without the freeze she doesn't have much to offer over harder or faster hitting carriers
