the shipyard/reserach system comes in two parts

you have to pick a ship to unlock in the shipyard, which is done by grinding XP with specific sets of ships based on faction and position in fleet, as well as paying in retrofit prints, coins and cubes
once the ship is completed it will need blueprints to be fully developed, which is similar to LBing and enhancing for regular ships

the blueprints part is what you do projects in the research academy for, alongside obtaining prints for PR gear

overall research/shipyard is a long process and you can't really do very much with it early in the game when you first unlock it

If you're talking about high efficiency plans it's only useful if you're worried about time it doubles every like oil cost morale cost etc except for war archive clears for the 60 runs for items or ships.

In more clearer terms, think of it as doing two runs at once
Double everything (including the negatives) except for progress on "Clear stage X times" missions, and you roll twice for every ship drop you get

Due to the increased morale and oil drain, this is mostly used if you lack the time to grind
