What is your impression of HMSReport? Does it make HMS ships tankier? I put out calcs a while ago saying HMSReport is 1% worse with higher variance across the board

Albion report is 5% eva rate and 120 hp vs hydraulic steering which is 40 eva (or 49 at +13). Idk offhand how much eva rate +40-49 corresponds to but for CLs/CAs I'd expect more than 5%. You could use both, but again there's other EVA stuff like Beaver Badge, Kicks, Ice Bomb, etc that give close to as much. For DDs the albion report might be better since it gives some HP and a flat rate increase.

Any random collection of ships that are max level with good gear can stomp w13 so long as they're not tempestas or have basically no AA. W14 you could do with faction fleets pretty easily too. W15 would be a struggle. Regardless, faction fleets are severely limiting your potential fleet strength because you're not using all available ships in the game as options.

they are way to many different ships in the permanent pool. its name is "special" but it isnt special at all. it means the ship type is "special".
you shouldnt if you got a small amout of cubes. at the very least try to safe 400 before you do any fun pulls. you need 400 in the worst case in any event banner
