It is better to equip 2-3 ships with optimal equipments, just give the rest spare as long they don't sink..

So those 3 ships can carry all your fleet..

For me I will do unicorn and hood/penny first.. and give the bulk to portland, and best dd gun and torpedo for ur starter.. just treat other ships as filler
