you spend the oil. that's why they give you free stuff for spending oil inside the event

on your very first event you may encounter minmax tactics that try to push you into the most efficient farming stage but once you actually have leveled fleets you would never do that again. the coming raid could be an example. doing anything less than hard is kind of meh. So if you don't have L100 ships yet your goal the first week of the event may be to actually mostly ignore it and push for L100 ships where xp is good.

-Heavier ship hulls also gives more fleet tech pts: CV=BB>CA>CL>DD

Side notes:
-PR ships give more fleet tech pts than normal but follow the above formula with development 30 replacing MLB.
-META ships are considered a separate META faction. They give same bonuses as their non-META versions.
-Collab ships, Muse and little versions of ships e.g. Li'l Sandy, Clevelad and Lena etc do not give any fleet tech pts.

cost limit exists. imo do 20 a day although that may eventually be slightly excessive for a 3 week event. most raid effort calcs were originally based on two week events. you might be able to get away with /15runs only
