San Francisco is an extremely versatile heavy cruiser. At a base level, her MGM+1 combined with an incredibly high uptime barrage would already make her a solid choice in most fleets. Her three modes only further build upon this: Her first mode enables her to be a main tank. The damage reduction substantially increases her eHP, allowing her to tank late game mob and boss fights well. Her second mode enables her to be a supplementary healer in difficult content. Although 10% per node is unlikely to be enough healing to carry a fleet on its own, it can be combined with other sources of damage mitigation to reduce the reliance on a single solo healer. Her third mode enables her to be an off-tank that also buffs the rest of the vanguard. The buff provided by this mode is relatively minor but San Francisco herself already offers high damage and enough eHP to be a suitable off-tank for any content.

From what I see 16% crit rate (before bonus) is needed in order for 25% bonus crit damage be better than 8% crit rate. From this 16%, 5% comes from base, and 11% is all the hit/eva, luck, and bonus modifiers
