yes catchup (the thing u have on anchorage right now) just gives u free blue prints
so for example if u take a 2.5h agir research u will get 1-2 agir blueprints +1 anchorage
for longer research u get more anchorage
but it caps at 300 for each season for the PR ships
u also get 150 for agir and 150 for haku
with anchorage once u have her developed u can buy 10 blueprints per day for her at a very cheap price
for agir and haku u cant do that
so it is better to start working on them sooner than later
for your last question yes but u should also avoid taking those researches as much as u can

after that u can get some rainbow oxy torps but they are very expensive so make sure u grab chips and arrays every month first

The rainbow oxytorps are entirely not worth using, only for collection/if you really know what you're doing and want to trade survivability for a little bit of extra damage.
ECTL has them as recommended gear for subs but you would basically never use them on subs, the pressure resistant hull gets the sub closer to the target for better accuracy and the snorkel lets them get out another salvo. Only a handful of subs don't need the snorkel or the hull.

the thing with those long commissions is they're heavily weighted to give the lower end of the range shown, for the most part
so you can treat this as 150-180 oil vs 250-300 oil instead of comparing 230 to 500
and the chips are very valuable + more quick finishers never hurt anyone
