Azur lane doesn't calculate in my local currency actually (tried to purchase something once) but I understand your point. I guess the better question is in terms of how many gems you'd get from normal play through events and such, how much is that worth. I know gem packs scale with more value the higher the purchase so reading the premium currency shop screen doesn't really give me a sense of value.
