I would try to get the chips as well; at the point that you start running up ships to 120 for fleet tech you will burn through the chips fast. Way faster than you can farm them.

which is exactly my point from earlier. You generate xp packs from using good ships. Trying to dev Roon with bad ships means 0 xp packs for awhile besides forcing you to use said bad ships. Meanwhile your good ships sit unused and likely no closer to 120.
