Permanent UR Rate?

Permanent URs have a 1.2% chance of appearing in either Heavy or Special pool, split evenly amongst all the permanent UR ships.

Permanent UR Pity?

For every cube spent on a banner that does not contain a limited UR ship, you gain 1 point towards pity.
400 points = 1 UR ship

• This is infinitely repeatable.

If I have 400 points saved up now, can they be exchanged for another UR ship after they are made permanent (ex. Shimakaze, Ulrich, etc.)?

Yes, the points can be exchanged. It is NOT recommended to hold points for a long time in hopes of a future UR; you can easily gain the points back and then some in due time.

Should I go for permanent URs? Reroll for them?

There is no point to getting them early. Just do your daily build and move on in your life.

You are limited by UR bulin income, and the UR bulin income is very low considering we have permanent URs, rerun URs, and potential new UR ships that will eat into that.
Furthermore, the permanent UR ships, as they are older, are slightly worse than UR ships released more recently.

Farming Strategy?

Run D3 > D1 with full fleets repeatedly. If unable to do D1, use a 1:1 fleet on C2 > B3 > highest stage possible. Doing the daily x5 or x3 clears is also viable. The gear drops are found in gear lab, not worth it, or both; don't farm specifically for them.

Where to find Build Tickets?

Daily Login, Daily Missions, Event Shop, Point Milestone. There are 44 acquirable build tickets.
