As far as I can tell, the two attempts at workaround for improving vang survivability are
(1) Abusing airstrike screenclears; I'm still in the midst of testing regarding whether certain timings are better at clearing bad attacks than others
(2) Harbin's smoke can help if timed appropriately, although hers for me has proven to be a weird case where she doesn't seem to demonstrably improve Sirius' (my tank's) survivability but she and Helena do seem to make it to the very end with better chances than if Harbin is absent

I'd probably approach it from efficiency - if you have anything left to still do in PR4 (Tenrai for instance), I'd stay in PR4 for that and get Haku to FS5
Both CV combinations are about equally capable at tackling most stuff but then every so often end up with stuff like the current and the past META season where one pair is just demonstrably better than the other

I tested both on Witchita, used a +13 tigercat for fighter, both used +13 NJ gun, and Kear was doing 60-70k less dmg with the same amount of buffing of dmg (well technically less as she only buffs BBs and not the VG dmg too) and without a slow too. But I'm presuming if you actually have a HVAR she'd do more then Soyuz, but then you wouldn't want to use her in a BB comp if you have YorkII
