Instead of grinding PR ship exp with faction fleets, you should pick one fleet and just make them as strong as you can. That should get you to world 12 which is the best place for grinding for you

PR ships come after getting to 12-4 and raising a strong mob/boss fleet. Trying to do PR ships before you have a decent fleet for clearing content is just backwards
