FdG (which can be coined), Agir to at least Dev 25, Hakuryuu to FS5, Agir to Dev 30

Then switch research focus to PR5 for Plymouth

Note that catch up =/= focus

What testing data I have at my disposal (both mine and others) seem to suggest she is pretty universally applicable, provided you can either get the order right or make her debuff permanent (without the targeting getting buggered)
There's a few details left to work out regarding what DPS output in the vanguard should be expected for Vanguard to take the last slot, but as a generalist boss BB fleet in OpSi at least, I'll probably go Bismarck/Alsace/Vanguard from now on
(Musashi's position vs heavy still pending testing this month)
Of course, if you can't get the order right, then that's another matter

If you flag Bismarck, you pretty much cannot get Alsace in front of her for the first rotation without gimping auxiliaries
But she can jump in front of Bismarck for second with the right equipment
So this is currently what we're going with without French vanguard
If you're using French vanguard, you can simply ignore the order (although the somewhat bizarre thing we're finding is that, at least Brest is not making any noticeable difference making the debuff perma, for whatever reason - maybe Mog might change things), although in that case I would agree that setting up Bismarck second so Alsace can benefit from the black hole would be a good idea

Since they fixed her, I've noticed Mog has the approximate tankiness of a CB. She even outlasted Brest in opsi grind when I had her as an off-tank. Definitely no longer a suicidal squishy
