Twin 134 is used just for it's FP stat, as an AA gun it's pretty terrible, so you're only using it for the FP that it gives, so you'd typically use it where AA isn't an issue, however the STAAG does come with Hit which in itself can be beneficial for certain fights, also STAAG is a generally good AA Gun for ships with poor AA
