Yeah, it's just the Pony Town character editor.
There's a lot of potential in those 4 legged frames with the right shapes and colors.

Some more advanced designs might make use of patterns and custom outlines.

Creating something like this might take a bit of practice and experimentation, but there's always room for improvement.

been playing a lot of terraria lately and while the 1.4.5 update’s been really good, they’ve also bungled a ton of things for seemingly no reason? like i love the new furniture sets, weapons and secret seeds, don’t get me wrong, but it feels like they’ve kinda thrown the game’s balance out the window

a ton of melee weapons that didn’t really need changes got hugely buffed (namely things like the mandible blade, phaseblades etc), summoner got a ton if new whips and exclusive reforges at the cost of whip stacking and ranger and mage mostly got nerfed

it reinforces the community belief that melee is relogic’s favourite child in a really obnoxious way by completely skewing the balance towards melee at most points in progression when 1.4.4 was a lot more stable. it still had a few hiccups, like mage and summoner having an absolutely miserable early game, but this update kinda spews in the face of all that

Personally I think Nintendo peaked when the Wii had motion plus inside the Wii-Motes and still had a GameCube built-in.
