I would say that developers often over tune or under tune characters and it's hard to predict how things will pan out. Like a developer thinking they gave a character weak abilities and overtuning their base stats. But in a complex game like afk you have to also consider the synergies that exist

while also being better than other abilities that couldn't be charged up, then its basic but also overloaded
