Stats like ERR are very very hero dependant. I personally use it on Lavatune although he doesn't scale with it.

Certain heroes scale with it better such as:
Raine
Oden
Malkrie
Technically Daemia (But that's usuallly not needed due to supports taking care of it)

So the general consensus is that it's a niché stat or for raine.

It's still a nice stat to have on some more meta heroes like Lavatune / twins etc

And the "troll" responses are right in saying that whoever needs it needs it since it's such a specific thing to need

Overall tasi wings / saurus are safe bets to go for

As for the stats they want it differs per hero usually for tasi it’s stats like

MP / ATK as main stats and CDA is a nice bonus or erosion on liberta / Asaf

As for saurus it’s usually

PP / Atk with Crit being a niche bonus just like CDA

strategy is to hit 80 counter so that legendary totems will guarantee you an M stat per golden totem used; you'll want to avoid using the encircled totems until your counter is at 80

Luminous flight (aka Tasi collection) is the most generally useful support collection and can be used on many different units early game. No skill levels is best for the majority of cases.

Vault is more of a late game collection that shines in Nightmare Corridor especially and sometimes in Cursed Realm. It boosts PvE damage by a lot at +2 skill level.

Temporal Cover is a defensive warrior collection. +1 skill level is huge on this collection as it gives a cheat death.

Shadow Dancer is the offensive warrior collection. +1 skill level significantly boosts the damage. Note that most warriors have low base crit, so Temporal Cover is the more generally useful Warrior collection in the majority of cases. Awaken Athalia is one notable exception.

Captive Wings (aka Mehira collection) is used on squishy mages because at +2 skill level it gives a cheat death.

Oculus Diabolus is generally used on DPS mages such as ABelinda or Scarlet in situations where survivability isn’t as critical. +2 skill level is very good but +0 or +1 can be good too depending on the substats.

Judgment Armor is the go-to collection for rangers. +2 skill level is very good but +0 or +1 can be good too depending on the substats.

Sandstorm Fangs is considered worse than Judgment Armor in most scenarios, but it’s fine as a stopgap.

Spell Bondage is the more generally useful Tank collection. +1 skill level is nice to have, adds significantly to overall survivability.

Timeline Watch is primarily an endgame PvP collection. +2 is quintessential for end-game, leaderboard usage and jumpstarts the damage cycle. Has some usage in specific situations in Cursed Realm or Nightmare Corridor as well.

All stats on a collection stack. I know of no combination of anything that somehow cancels out or ignores any stat on the collection.

It is possible to exceed in-game limits, though. For example CDA stops scaling at 290% crit (base being 200%).
