Miner is squire. Fisher is barbarian. Thats why they have talents for those skills. Eventually you'll want every char to level all skills to 100, but that can wait until at least w4 when you get skill mastery in the rift or possibly longer to gain more efficiency if its taking too long

no problem if it helps then weapon is main source of damage just make sure you have equipped arcanist weapon not regular one

Barbarian has skills for both mining and fishing, but since squire cant do quality fishing prints or fishing afk time compared to barb. Its usually best to have the barbarian focus on the fishing part, while the squires focus on mining. Nothing stopping you from putting them all on mining though I suppose.
