How does one get legacy pets? I haven't gotten a single common one from that set. Does it rotate like gem shop?

In the pet menu there is a small legacy button on the top when you are going to buy a roll if memory serves, tapping that reloads the area into the legacy variant where you can then roll on those

@mint prawn okay that worked but it only gives me the option for a tier 5 treat so it gives 0% chance for common which is all I need there

If you have reached that point you need to trade with someone

Legacy never retroactively added treat selection so once you hit max tier the common pets become 0%
