There always has been some jank with global talents. For instance ES gets more juice out of globals because his extra talent cap gets added to the global talents of the other classes while you are active on ES. The opposite happens with Vman since they have the lowest talent cap. There are several weird aspects like that to globals and only some have been fixed over the years
