chance is just based on the amount of dna you have... i can't remember if that scales with evo tier, if it does, it's so minimal it doesn't matter (there is also bad luck protection which seemed to scale with more dna spent, but this is also so minimal for chemical it's not worth it to stock pile, just get what you get)
we're aiming for quantity > quality (same thing with artifacts, too) because the % chance scaling is very bad
